This lifejacket is not adequately secured to the child's body and is in danger of riding up over her head - in which position it would obviously be a hindrance rather than an aid to flotation.
The problem is not that the air bladder is too big; the air bladder is fine, but the waist strap is too low down on the child's body. The use of crotch straps would remedy the situation - but crotch straps are extremely uncomfortable. The child entered the water wearing crotch straps but has released them.
